According to fan site Penny Arcade the Phantom console was given its first public outing at the October meeting of the Orlando chapter of the International Game Developers Association. Although the actual hardware was shown it was not running any software or even an operating system. During the Q&A session there was apparently further ambiguity about the hardware spec of the machine and the games that would be released for it, lending no further credibility to the already highly derided venture.
