New Steam refund policy

Does the new STEAM refund policy give you an option to play everything for free?

First of all you need to know that I'm taking position that every store can make any policy they would like to make.

However the new STEAM refund policy makes me wonder is it now possible to play every game you wnt for completely free of charge?

I didn't test it, but maybe somebody would like. Share your results then please. So here it is.

1. Create new account at STEAM.

2. Buy desired game.

3. Play for one hour and forty five minutes. 

4. Make save game.

5. Ask for refund.

6. Create new (next) account on STEAM

7. Buy the same game

8. Load saved game and play it for one hour and forty five minutes

9. repeat steps from 4 to 8.

 

This makes look like a lot of work, much more than scamming the keys by pretending to be a reviewer, but saving 50 bucks on a game looks to be tempting.

 

Of course I completely understand the idea, but on the other hand, we are not getting the refunds when visiting the cinema, and in those days, with so many youtube streams people are really able to check the game.
