Which Game engine for tactical RPG?

Alright so i want to make a tactical RPG. Based on the information below which of the two game engines should i use? Game Maker vx or TGB (Also do i need TGE with this or can i just get one or the other)

 - I want make a tactical RPG in 2D after i get a good version of that i will try 3D

- The only experince i have is i have taken classes in C++ and vb.net

- I suck at drawing
